Dumaguete City and some areas in Negros Oriental yesterday received poor ratings from a renowned marine biologist and respected environmentalist for their efforts in responding to the global concern of climate change.

Dr. Angel Alcala, former Philippine environment secretary and now director of the Silliman University Angelo King Center for Research and Environmental Management, gave barely passing marks to these local government units, and urged local officials to go into more aggressive efforts against climate change.

“The mayors are not educating their constituents on climate change and the dangers of flooding and water intrusion,” Alcala said at a press conference attended by officials of Silliman University, the World Bank-Philippines and Smart Communications.

Police collar NPA ‘rebel’
for ‘extortion’ activities

A man invited by the police for questioning on alleged extortion activities in a town in Negros Oriental was placed under arrest when he claimed to be a member of the New People’s Army.

Negros Oriental provincial police director Sr. Supt. Augusto Marquez, Jr., however, declined to disclose details on the man pending follow-up investigation.

He said barangay residents reported to the police the presence of a man acting suspiciously in their community, and whom they believe to be responsible for a series of theft and other criminal incidents.

from quarry permit’

Negros Oriental legal officer Erwin Vergara said yesterday that provincial and local government units are not exempted from securing a special permit before extracting quarry materials in their areas of jurisdiction.

Vergara said he had observed that some LGUs have taken it upon themselves to extract quarry materials for their infrastructure projects, such as road rehabilitation and road building without first acquiring a permit from the province.

Only a few LGUs have applied for special quarry permits, when it is a known fact that infrastructure projects are being undertaken everywhere in the province, he added.
