revolutionary tax ‘targets’

Sugarcane planters, contractors, hardware stores, private individuals, and politicians are among those in the list of entities allegedly giving revolutionary taxes to the Communist Party of the Philippines-New People’s Army, documents confiscated from a suspected top official of the NPA who was arrested last Sunday in Dauin, Negros Oriental, showed.

The documents also showed that the rebel movement has been collecting from a certain Lule, Noli and Pedring all of southern Negros Oriental, monthly tax dues ranging from P4,000 to P8,000, provincial police director, Senior Supt. Augusto Marquez Jr., said.

A contractor based in Dumaguete City is undertaking mostly road projects is also reportedly paying the NPA a monthly revolutionary tax of P12,000, and a sugar planter P6,000 a month since 2008.

PNP regional maneuver unit
to deploy troops in province

The Philippine National Police’s Regional Public Safety Management Battalion in Region 7 is expected to deploy additional troops to Negros Oriental, to complement police and military units during the election period, Senior Supt. Rey Lyndon Lawas, RPSMB-7 commander, said.

The RPSMB-7, formerly known as the Regional Mobile Group 7, however, is still awaiting an official directive from the PNP’s Directorate for Integrated Police Operations in the Visayas, headed by Dir. Rey Roderos.

Lawas said that a memorandum circular from the PNP headquarters in Camp Crame, Quezon City, specifies that all regional, provincial and urban maneuver units shall be placed under the operational control of the DIPO.

Drivers seek amendments
to city Omnibus Tax Code

Tricycle drivers in Dumaguete are seeking amendments to the Omnibus Tax Code of the city, particularly on the payment of their annual permits to operate.

City Land Transportation officer Roland Ramos advised them to bring their concerns to the Sangguniang Panlungsod, because the devolution of Land Transportation Franchising Regulatory Board functions to local government units, renewal of franchises is done every three years.

City legal officer Neil Ray Lagahit said it depends on the city council to make some amendments to City Ordinance No. 125, specifically section 139, which sets the renewal period at one year instead of three; section 140 which provides for an annual franchise fee for motorized tricycles for hire; and section 141 which provides that the MTOP is valid for one year only, and renewable.
