Bacolod SP to look into
emission center operations

A resolution to inquire from the Department of Environment and Natural Resources, Environmental management Bureau, and Land Transportation Office whether the establishment of motor vehicle emission testing centers in Bacolod City does not violate R.A. 8749, was approved by the Bacolod Sangguniang Panlungsod yesterday.

Authored by Councilor Catalino Alisbo, the resolution said there are three motor vehicle emission testing centers in Bacolod City at Rizal Street in Brgy. 22, Gatuslao Street in Brgy. 11, and BREDCO in Brgy. 10, all operating with a permit from the LTO.

It said the EMB is mandated to make an inventory of emission from stationary to mobile and area sources within three years from the effectivity of the Implementing Rules and Regulations as embodied in DENR Administrative Order No. 81, approved on Nov. 7, 2000.

The leak of polluted air from the continuous exhaust emission of motor vehicles at the center, tend to increase the level of air, photochemical oxidants or ozone, carbon monoxide, and nitrogen dioxide above the standard ambient air level of the area which may be considered as unhealthy and hazardous to the residence of the concerned barangays in Bacolod, the resolution said.

If the findings of air pollution is beyond the standard ambient air level, these motor vehicle emission testing centers should be transferred to another location, before the threat to the health of the residents in the concerned barangay becomes serious and dangerous, it added.*CGS
