Another one.

A retired policeman is asking the Bacolod Sangguniang Panlungsod to investigate what he called irregularities and anomalies involving the Bacolod City Government Center project.

In his letter dated Jan. 11, 2011, Victor Eduardo said that the COA Group J Team-Bacolod had issued a notice of disallowance of the amount of P364,831,456.52 involving the construction and site development of the Bacolod City Government Center for violation of R.A. 8491.

He said the COA also disallowed the expenditure incurred in the construction of the north and south perimeter roads of the government center as irregular and unnecessary as the City Government of Bacolod has paid twice in the construction of the perimeter roads.

The first is to Hilmarc's Construction Corporation with the perimeter roads and the second, the funds it obligated and paid on such construction, he added.

Eduardo said he believes there is a collusion between the state auditors and the city officials involved since the notice of disallowance came out in November 2009 yet but it was only received by the City Mayor's Office in May, after the elections.

Meanwhile, City Agriculturist and Bids and Awards chairman Goldwyn Nifras said they had already filed their appeal before the COA Regional office VI last year and are just waiting for its resolution.

Eduardo had also filed six criminal and six administrative charges against Mayor Evelio Leonardia et al involving the construction of the government center, but these were dismissed by the Office of the Ombudsman in the Visayas for lack of merit.*CGS
