Cop manhandled
me, minor says

Another Negrense policeman is in hot water, this time for the alleged manhandling of a minor, who reportedly was a  jai-alai “runner” in Moises Padilla, Negros Occidental. Tuesday night.

Worse, the alleged manhandling of the 16-year-old victim by a certain Police Officer 2 Eduardo Combong in Brgy. Magallon Cadre, Moises Padilla, was witnessed by Inspector Albert Sy, town police chief, who did nothing, the teenager’s mother, Florentina Guinanao, claimed.

Guinanao, who accompanied her son yesterday to file a complaint against Combong before the office of Senior Supt. Allan Guisihan at Camp Alfredo Montelibano Sr. in Bacolod City, claimed that the accused policeman pushed her son to the ground, and slapped him several times.

She denied police accusations that her son engaged in the illegal numbers game, despite recovery of P220 in alleged cash bets and illegal paraphernalia of the gambling outfit “Speed” from his possession, during his arrest.

Sy denied the allegation, although he admitted that the suspect had been under surveillance for illegal gambling operations.

Sy reported that they apprehended the suspect for being engaged in the illegal numbers game “jai-alai”.

The arrested minor, a 16-year-old out of school youth, sustained abrasions on his body, a medical certificate presented by Guinanao to the media showed.

Guinanao admitted that out of fear, her son, who was on board a bicycle, fled on seeing Combong and his companions in civilian clothes, alight from a black car, and approach him.

Her son disowned the jai-alai paraphernalia and alleged cash bets, the police said they recovered from him, she added.

Guinanao said her son was traumatized after being brought to the Moises Padilla police station, where he was detained with other inmates.

Guisihan yesterday encouraged the complainant to lodge a formal complaint against the accused policeman.

Two weeks ago, a policeman assigned in La Castellana was also accused of molesting a 20-year-old woman, while another Negrense cop was also charged with violation of RA 9165, after he was arrested at an alleged pot session in Bacolod City, police records show.*GPB
