‘Killing of rebels pure
psywar hogwash’

The Communist Party of the Philippines yesterday dismissed as “pure psywar hogwash” military claims that many red fighters were killed in gunbattles in Negros island.

Frank Fernandez, spokesman of the National Democratic Front-Negros, lashed out at Col. Jonas Sumagaysay, assistant division commander of the 3ID, for spreading what he called as “preposterous lies”, in tandem with military spokespersons and psywar experts, against the revolutionary movement.

Sumagaysay had claimed that a widening rift exists among NPA leaders, and that there have been summary execution of rebels suspected as government agents, and deaths of numerous red fighters in Calatrava and Toboso, Negros Occidental and Pamplona, Negros Oriental.

Floodwaters submerge
Dumaguete City areas

A sudden heavy downpour caused many areas in Dumaguete to be submerged in floodwaters yesterday and also stalled traffic in the city.

The rains that lasted for more than an hour, started before 5 p.m. when classes were about to end and most workers were headed home.

The flooded areas were major thoroughfares of the city, like Perdices Street, Silliman Avenue, Hibbard Avenue, the Rizal Boulevard, the north national highway in front of the Capitol, and the south national highway near the Ceres liner terminal.

Ombudsman-Visayas warns

Assistant Ombudsman for the Visayas  Virginia Santiago reiterated a warning to employees holding appointive positions against the unlawful use of government time and resources, and said the city legal officer of San Carlos City has been  suspended for violating  this rule.

Santiago, however, also said that legal officers of local government units may practice their profession after securingauthority from theirlocal chief executives.

For those in elective positions,councilors who are lawyers by profession, are allowedto practice only on  civil cases but  cannot appear in criminal cases, Santiago said.

In Dumaguete City, they are councilors Joe Kenneth Arbas, and Manny Arbon,  and Vice Mayor Alan Gel Cordova.
