Alarm raised on rise
of molestation cases


The police Women’s and Children Protection Desk yesterday expressed alarm over the occurrence of a spate of molestation cases, even to the extent of killing the victims, within a period of one week, in Negros Occidental.

SPO4 Judy Flores, WCPD chief of the Negros Occidental Police Provincial Office, yesterday said the assailants did not even spare minors of their evil and lustful acts.

The PNP recorded five incidents of molestation in the province, from March 19 to 23, in the cities of Bacolod, Bago, and Cadiz, as well as Hinigaran and Manapla towns.

Flores yesterday advised women and children to adopt a buddy-buddy system, especially in going out during nighttime, to discourage the prospective assailants from molesting them.

Three of the five molested victims, were also killed by their respective assailants, police records also showed.

Usually, the occurrence of sex crimes was also related to the use of prohibited drugs by the suspects, Flores said.

Rape with homicide charges were filed yesterday by the police against Romar Catalan, for the molestation and killing of Margarita Decosta in Brgy. Celestino Villacin, Cadiz City, last week.

Supt. Santiago Rapiz, Cadiz police officer-in-charge, said City Prosecutor Marcelo del Pilar also issued an order, for the remittance and detention of Catalan, who was previously jailed for rape charges, to the Bureau of Jail Management and Penology.

Decosta was unconscious when she was buried in a ricefield, after she was allegedly raped by Catalan, investigations of the Cadiz police also showed.

Flores ordered WCPD officers to sustain their advocacy campaign on Violence Aganst Women and Children, and child abuse, through the conduct of “pulong-pulong” or dialogs in the barangay.

WCPD records also showed that majority of the suspects in molestation of women and children in the province, have already been arrested, detained and charged in court.*GPB
