Negros Oriental landed in the fourth place in the search of the Department of Interior and Local Government for the best provincial government in the country for 2010.

A report posted in the DILG website last Sept. 5 showed Negros Oriental with 4.8331 points out of a highest possible score of five points.

The figures are based on the DILG's Local Governance Performance Management System, a web-based, self-assessment tool that measures LGU performance in key governance areas and provides information on the status of LGUs in terms of local governance and development.

The DILG's online tool assesses LGU performance in the following areas: administrative, social, economic, and environmental governance, and fundamentals of good governance which include transparency, participation and financial accountability.

The search found the Province of Bohol as  the best provincial government in the country with a score of 4.937, while the Province of La Union placed second (4.9115). In third place was Bulacan (4.8628), while Pangasinan (4.8185) landed in the fifth spot.

The same study also found that Valenzuela in Metro Manila and Ligao in Albay have the best city governments. Dumaguete City and the cities in Negros Oriental were not on the list of top ten finalists.

Interior Secretary Jesse Robredo, in a press statement, said a team composed of representatives from the national and local governments conducted the assessment of the LGUs, with the results validated by civil society organizations to maintain impartiality.*AP
