Bacolod district engineer,
mayor’s secretary relieved

Acting Bacolod District Engineer Josefino Melgar Jr. has reported to his new assignment at the Department of Public Works and Highways in Iloilo City yesterday, while Secretary to the Mayor Rodel Parcon was relieved from his post last week.

The relief of Melgar from the DPWH Bacolod District Office is part of the regular reshuffling being implemented by the agency, according to a source from the DPWH.

Meanwhile, Bacolod Mayor Evelio Leonardia has issued Memorandum No. 139 dated September 22, 2011 informing Parcon that he has been relieved of his duties and responsibilities as STTM effective immediately.

The mayor also issued Memorandum No. 140 designating City Administrator Rogelio Balo as STTM, aside from his duties and responsibilities as City Administrator, and authorized him to claim honorarium of P1,000 per month as provided under Budget Circular No. 62.

Acting Mayor Jude Thaddeus Sayson, asked for his reaction yesterday, said the position of the STTM, City Legal Officer and City Administrator are appointive in nature so he believes that the relief of Parcon is nothing personal.

Sayson said “I think it is more of professional positioning in the different offices.” He said he believes that there could be other venues where one may be more effective.

He also said Balo will be assigned as STTM in acting capacity and they do not know if there will be another person to be appointed for the position.Sayson also said the mayor has the prerogative to appoint a person to a certain position and he may have other plans for Parcon.

Balo said the mayor has mentioned that Parcon will be assigned to the Public Information Office on an interim basis.

He said Parcon will probably be asked to help the PIO in tandem with Roger Giganan.

They will discuss the matter with to Giganan since they are trying to finalize the cluster assignments of the executive assistants in a policy forum yesterday at the Bacolod City Government Center, in order to concretize their assignments, he added.*CGS
