Poll bans set at Paglaum

Bacolod Election Officer Mavil Majarucon-Sia yesterday said she sought from the Office of the Deputy Director for Operations clarification about the resolutions of the Commission on Elections, especially on the prohibition of appointments, hiring, and giving of bonuses.

Majarucon-Sia said the banning period in relation to the plebiscite for the ratification of the creation of Barangay Paglaum will take effect on December 11.

On Nov. 27 the COMELEC issued Resolution No. 9822 imposing a banning period in the whole of Brgy. Mansilingan. The plebiscite for Brgy. Paglaum is scheduled on Jan. 11, 2014.

Majarucon-Sia said she believes that the prohibitive period should cover only Brgy. Mansilingan, not the whole Bacolod City. But they still inquired from COMELEC Manila, because this is also a concern of the City Mayor’s Office in relation to the Christmas bonuses they will give employees.

She said the giving of Christmas bonus is standard, or usual, and she believes it is not covered by the prohibition. But she brought it up with COMELEC Manila, to be safe, she added.

The Bacolod Sangguniang Panlungsod had approved Monday P7.9 million for the Performance Enhancement Incentive or Christmas bonus of regular and plantilla casuals of the city.

Out of the P30,000 each qualified employee will receive, P4,000 had already been released to them by the previous administration before the opening of classes.

Majarucon-Sia said she is still waiting for the reply of the ODEDO Department to her query.*CGS
