deliberate on budget

Members of the Bacolod Sangguniang Panlungsod will officially start deliberations on the proposed 2014 annual executive budget on Wednesday once they receive the committee report of the Committee on Finance and Appropriations, Bacolod Vice Mayor Greg Gasataya said.

The proposed 2014 annual budget of P1.265 billion is an increase of P35 million from the 2013 budget.

They will either act on it on first, second and third reading, or conduct a series of sessions, depending on the committee report that will be submitted by Councilor Roberto Rojas, chair of the SP Committee on Finance and Appropriations, Gasataya said in an interview over Aksyon Radyo.

He said that during their initial talks, Rojas indicated in his committee report his recommendations and findings which they will discuss during their budget deliberation on Wednesday.

Gasataya said the executive branch requested almost the same budget based on the needs of the various departments but pointed out to them during the executive-legislative caucus that there was no provision for capital outlay for 2014.

He said they should look into it since this involves expenses of the city like those related to IT, equipment, and other items under the capital outlay. They hope to pass the proposed budget on before the end of this year, he added.

Gasataya said before they started their deliberation on the 2014 budget, they gave priority to the request of the Mayor for supplemental budget for personnel enhancement incentive of the employees because of an initial opinion from the Commission on Elections that there will be a banning period this month.*CGS
