If Board Member Emilio Yulo III is to be believed, the Sangguniang Panlalawigan of Negros Occidental may still approve the 2013 budget, even if the 90-day review period lapses by the end of March.
Yulo, vice-chairperson of the SP Committee on Finance and Appropriations, yesterday explained that the 90-day period for review of the budget as provided for in the Local Government Code, is merely procedural.
Six weeks before the lapse of the 90-day period for the SP to approve the P2.02 billion budget of the province this year, Board Member Salvador Escalante said he aims to finish the “repeated deliberations” of the budget in two more committee hearings.
Escalante, SP Finance Committee chairman, said they expect to tackle the budgets of the offices of the governor, provincial administrator, agriculturist, planning and development, veterinarian, and health at the resumption of its hearings on Wednesday.
Yulo said that the SP should not be totally blamed for the non-passage of the 2013 budget, citing the failure of the Office of the Governor to submit specifics on the annual appropriations.*GPB
