Seeking P40M allocation

An appropriation ordinance for P40 million for various essential needs of the city is being requested by Bacolod Mayor Monico Puentevella from the Sangguniang Panlungsod.

The amount, to be taken from the 2013 underestimated income from various sources in the General Fund, is broken down as follows: assistance to Corazon Locsin Montelibano Memorial Regional Hospital – P5 million, General Services (Office of the Mayor) – P28 million, terminal leave benefits – P5 million, and 5 percent Disaster Risk Reduction Management Fund – P 2 million.

Vice Mayor Greg Gasataya said they will schedule a committee hearing to take up the request of the Mayor because they saw the urgency and need especially because the terminal leave benefits of employees who have resigned are long overdue.

Gasataya said they also want to know the details of the amount requested, such as, the breakdown of the P5 million for donation, so they can explain it to the people.

He said it is the consensus of the members of the City Council to have the request itemized.

Gasataya said it is the Committee on Finance that will schedule the committee conference this week. They will also ask the City Mayor’s Office about the process for releasing the terminal leave benefits of employees.

These are among the things they need to clarify during the committee conference, he added.

Puentevella expressed hope that members of the Council will act on his P40 million supplemental budget request immediately.

He said he sees no problem as members of the SP headed by Gasataya had been cooperative and supportive of his programs, he said.

He also said a portion of the P28 million allocation for general services will be for the Cost of Living Allowance of the teachers and salary for job order casuals.*CGS
