P34 million needed
to fight floods

BY GILBERT BAYORAN

Governor Alfredo Marañon Jr. has requested the Sangguniang Panlalawigan of Negros Occidental to pass a resolution authorizing him to open a Letter of Credit with the Land Bank of the Philippines for P34 million for the purchase of a combined cutter suction and backhoe dredge, as well as a crawler excavator.

These are needed for the declogging and cleaning of river banks, creeks, open line canals and other waterways of flood-prone areas in the province, he said.

In his letter to the Negros SP, Marañon said the purchase of the heavy equipment will be chargeable against the Provincial Disaster Risk Reduction Management (PDRRM0) Special Trust Fund 2011-2012.

The SP, on recommendation of Board Member Pedro Zayco, chairperson of the SP committee on Natural Disaster and Calamities, however, deferred its action on the request of Marañon for a week, pending submission of some documents, including the specifications of the proposed purchase of heavy equipment.

Zayco , however, said he favors the purchase of the heavy equipment to address siltation problem of rivers, especially in Kabankalan City, and other major waterways.

The request of Marañon is expected to be deliberated on again by the SP during its regular session next week, he added.

Vice Governor Eugenio Jose Lacson also said he sees no problem in the purchase of heavy equipment.

“In fact, my understanding is that this is not a loan. This will be charged to our calamity fund,” Lacson added.

“It is a good request because I think we need more equipment to be able to cover more areas in Negros Occidental,” he also said.

The dredging equipment of the provincial government is now deployed in EB Magalona.*GPB
