A resolution to commemorate, strongly support and take active participation in the International Day of Cities for Life, Cities against Death Penalty in Bacolod City, was approved by the Bacolod Sangguniang Panlungsod yesterday.
Proposed by Councilor Sonya Verdeflor, El Cid Familiaran and Ana Marie Palermo, the resolution said that since the second half of 1990’s the fight against capital punishment has become one of the spheres of global engagements/priorities.
It said the Movement of Cities for Life, Cities against the Death Penalty, along with the World Day against the Death Penalty, represents the biggest modern planetary mobilization in favor of a higher and more civil form of justice capable of repudiating once and for all capital punishment.
Meanwhile, the proposed ordinance authored Councilor Claudio Puentevella Institutionalizing the Alternative Learning System at the Barangay level hurdled the first public hearing at the SP yesterday, a press release from City Hall said.
Several of the city’s barangays captains and kagawads aired suggestion on the proposed ordinance during the hearing spearheaded by Puentevella and co-authors Councilors Alex Paglumotan and Wilson Gamboa, it said.
Budget Office representative Julien Patriarca clarified that the school board has about P20 million in un-expended balance that can be utilized of institutionalizing Alternative Learning System, the press release said.
It was also suggested that the Special Education Fund be maximized to provide honorarium to instructional managers and for the construction and furnishing of future ALS classrooms in the barangays, the press release added.*
