Girl dies; rivers swell as
rains inundate NegOr

A teenager died of drowning in Sta. Catalina, Negros Oriental, yesterday as heavy rains caused some river waters to swell and floods the many parts of the province, due to the southwest monsoon and typhoon Glenda.

The victim was identified as Rubie Amadera, 17, of Barangay Amio in Sta. Catalina town, Adrian Sedillo, of the Provincial Disaster Risk Reduction and Management Council, said.

A report to the governor’s office said Amadera went swimming at the river in Amio yesterday morning when she, fell, and hit her head on a rock. Her body was found at around 9:15 a.m., he said.

raps, relief of Bayawan cop

The Commission on Human Rights in Negros Oriental recommended the filing of administrative charges against a policeman assigned in Bayawan City, Negros Oriental, after finding probable cause for human rights violations against a farmer in the city.

CHR special investigator, Jess Cañete, said yesterday that he has ended his probe on the case involving Roger Calumba, of Sitio Candagway in Barangay Bugay, Bayawan City, who sought his help after an encounter with PO1 John Karl Niaga and some police auxiliary members in March.

Cañete said he will submit his report to the CHR regional office with his recommendations for administrative action against Niaga.

CAA man in gun-slay of
detachment head yields

The Civilian Armed Auxiliary (CAA) member of the Philippine Army who allegedly shot dead his detachment commander surrendered to the police yesterday in Barangay Owacan, Jimalalud town, Negros Oriental, at around 9:32 p.m. Monday.

Police identified the suspect as CAA Rayan Cataluna, a resident of Majanlud, Jimalalud, and assigned to the Delta Company detachment, 12th Infantry Battalion of the Army in Owacan.

Cataluna allegedly shot his detachment commander, T/Sgt. Cilito Abindan, with his government-issued M-14 rifle. Abindan was hit on his back and died instantly, the police report said.
