Local Government Undersecretary Austere Panadero yesterday said the Department of Budget Management-Negros Island Region focal team has prepared the guidelines on the use of funds by national government agencies for the NIR operationalization and is awaiting the signature of Budget Secretary Florencio Abad.
This will allow the national government agencies to use whatever savings they have this year for their capital outlay needs for their NIR transition offices and to support the transfer and reassignment of interim staff.
A Technical Working Group meeting of the NIR is set at the DILG in Manila on November 25, Negros Occidental Gov. Alfredo Marañon Jr. said.
Panadero committed to facilitate the appointment of the DILG interim regional director on or before the proposed NIR Regional Development Council meeting on December 4.
The NIR is composed of the provinces of Negros Occidental and Oriental.
The venue of the first RDC meeting will depend on which province agrees to host it, Marañon said.
The RDC meeting will be organizational in nature and will be presided over by the National Economic and Development Authority NIR regional director as automatic vice chair, with the NEDA staff as secretariat, Negros Occidental Provincial Planning and Development Officer Marlin Sanogal said.
Also proposed to be held on December 5 are the Regional Peace and Order Council and Regional Disaster Risk Reduction and Management Council meetings of the NIR, she said.
The RPOC will be convened by DILG NIR as secretariat; while RDRRMC will be presided over by Office of Civil Defense regional director as chairperson and Office of Civil Defense staff as secretariat, she added.
Panadero said the December meetings could serve as the NIR launching as well.
Provincial Consultant Rafael Cocolluela said the nitty-gritty details for the full operationalization of the NIR are being finalized.
